Why Manipur’s Education Struggles Are About More Than Money
Whenever the condition of education in Manipur is discussed, the conversation often begins with one question: Does Manipur spend enough on education?
But budget allocation alone cannot tell us whether an education system is working. Manipur allocates a significant share of its state budget to education, comparable to states such as Kerala. Yet educational outcomes and institutional performance continue to face serious challenges.
This raises a deeper question:
Where does the education money go, and at what point does the gap emerge between government spending and actual learning outcomes?
From Budget to Classroom in Manipur’s Education
An education budget does not directly become education for a student. It passes through several stages:
Budget allocation → Fund release → Recruitment → Infrastructure → Classroom teaching → Student learning → Educational outcomes
A weakness at any stage can reduce the final result.
A large portion of education expenditure generally goes toward salaries, pensions and maintaining the existing system. Other portions are used for infrastructure, textbooks, teacher training, student welfare and administration. Therefore, a rise in the education budget does not necessarily mean a proportionate improvement in classroom quality.
This creates an important distinction between money allocated and money effectively converted into educational services.
The Teacher Vacancy Paradox
One of the most important questions for Manipur is the coexistence of substantial education expenditure and a very high number of vacant education posts.
If sanctioned positions remain vacant, the government may not actually spend the salary amount originally intended for those positions. At the same time, students may experience shortages of teachers, subject specialists and educational support.
There can also be a problem of unequal deployment. Overall teacher numbers may appear reasonable at the state level while particular rural or remote schools remain severely understaffed.
Therefore, the research should examine not only how many teachers exist, but where they are posted, which subjects they teach and whether students actually receive the intended instructional hours.
The Last-Mile Problem
Another important area is the gap between government expenditure and what reaches individual schools.
A budget may provide money for:
classrooms,
laboratories,
libraries,
computers,
internet connectivity,
toilets,
textbooks and other learning materials.
But the real question is whether these resources actually become functional facilities in schools.
This is the last-mile delivery problem: resources may be allocated at the government level but fail to produce the expected improvement at the school level because of delays, administrative limitations, procurement problems, inadequate monitoring or other implementation difficulties.
This does not automatically mean corruption. Inefficiency, delays and poor implementation can produce the same outcome even when money is formally accounted for.
Conflict Creates Hidden Educational Costs
Manipur also faces a factor that makes comparison with relatively stable states such as Kerala particularly difficult: the prolonged conflict since May 2023.
Conflict can disrupt education through school closures, displacement, transportation difficulties, teacher relocation and interrupted academic schedules. It can also create less visible costs through psychological stress, uncertainty and loss of learning time.
A school may receive its annual funding, but if students cannot regularly attend classes, the expenditure does not translate into the same educational output.
This means that conventional budget statistics may underestimate the real cost of maintaining education during conflict.
Inputs Are Not the Same as Outcomes
This distinction is crucial.
Governments generally measure inputs:
How much money was allocated?
How many teachers were sanctioned?
How many schools were constructed?
How much infrastructure was purchased?
But students experience outputs and outcomes:
Can they read and understand?
Can they perform basic mathematics?
Are they completing secondary education?
Are they entering higher education?
Are they acquiring skills useful for employment?
A system can therefore demonstrate strong financial inputs while producing weak educational outcomes.
The Real Question for Manipur
The most useful way to study Manipur's education system is therefore not simply:
"How much does Manipur spend on education?"
but:
"How efficiently does Manipur convert education spending into learning and educational opportunity?"
This requires following the entire chain from budget allocation to actual expenditure, teacher recruitment and deployment, infrastructure delivery, classroom instruction, student attendance, learning achievement, dropout rates and higher-education participation.
The real challenge may therefore lie somewhere between the budget document and the classroom.
Manipur may need more investment in education, but before simply asking for a larger budget, policymakers must also identify where existing resources are failing to produce the expected output. Only then can increased spending become meaningful investment rather than simply a larger number in the budget.
